Mr Roger Dowd BL
Roger Dowd graduated from Queen's University in 1990 and was called to the Bar of Northern Ireland in 1991. He was called to Bar of Ireland in 1996. He was on the Panel of Tutors for the Institute of Professional Legal Studies 1997 - 2003. This is the fourth year he has presented CPD seminars for McKelvey Associates Ltd. Roger is experienced in representing clients in disputes with HMRC. He has represented individual and corporate clients in the Tax Tribunal, the civil and Crown courts where HMRC's statutory powers are used in relation to alleged criminality, forfeiture, restoration of goods and matters relating to Excise duty and VAT assessments. He has also successfully represented business clients challenging HMRC's decision to withdraw trusted trader certification. He also appeared for the defendant in the case of HMRC v Penbrook Enterprises Ltd (2008) where the court declared the statutory power exercised by HMRC was incompatible with the underpinning EC Regulation. This led directly to the legislation in question being repealed. Roger's highly respected practice also includes Travel Law. He has over 20 years experience in this field and has an excellent reputation representing both claimants and tour operators in the County Court and High Court in relation to package holiday claims and related consumer contracts. He has published in the peer reviewed Travel Law Quarterly and was a member of Travel and Tourism Lawyers Association. Roger is an experienced Chancery Practitioner. A significant part of his practice involves advising on and appearing for clients in disputes concerning adverse possession, boundary disputes, easements, public rights of way and proprietary estoppel.
